A dog roaming is a problem for someone else.

The law in France is simple & clear. A dog must be under the control of it’s owner at all times.
If a stray (errant) dog causes a road accident, chases sheep, buries  his bone in a neighbour’s flower bed,  etc  it is considered not under control.
A couple of years ago a Dutchman from Lexos learned this the hard way. His dog ( a  Pyrenean Mountain dog bred to herd sheep)  rounded up some local sheep and put them in their shelter. This was seen by the owner of the sheep who, assuming that the dog meant harm,  shot the dog as it emerged. It was blinded in one eye. I don’t remember the details but  the dog’s owner was   deemed culpable.  The farmer was remorseful but within his rights.
IMHO responsible dog owners should  fence their  property or a generous portion of it. This will keep dogs out  as well as in and maybe would see fewer unwanted litters.

Val says   In our posts on straying dogs I received this one from Sally. How relevant it seems to me now.
The ladies who are paid by the mairie to collect and rehome stray or badly treated dogs, have  made it clear to me now that each dog they rehome must go to people with a fenced garden. They see too many dogs killed on the roads, being shot by farmers for worrying sheep and cattle. They know all the sad stories of allowing dogs the freedom to roam and they have to clear up the mess.
I would rather have had it brought home to me in an easier way but now I understand more clearly, each dog rehoming will clearly say " a fenced garden needed"
