Photo-voltaique panneaux - a scam?

We all get endless telephone calls pretending to be firms "working with EDF" to install these solar panels which will produce electricity for our own consumption, with surplus power sold to EDF making a sensible, ecological and economical investment. And there are probably many ethical companies out there who will install and maintain systems competently.
But is it ever wise to agree to the cold caller's suggestion that a "representative" call round to explain it all to you?
An unfortunate young mother in Mirande, near Bordeaux, did just that and found herself subjected to a 4 hour hard sell during which she agreed to pay 29000 euros (negociated down from 39000) for 20 panels. This, together with a new hot water tank, would pay her around 300 euros per month plus savings on her bills. Trouble is the system has never worked, the firm is in liquidation and she now has 290 euros per month to pay back to her bank.
However that situation works out, it pays to think twice before allowing these salesmen into your home.
