Taxe d'habitation should have been paid by 15th November, but if you have not yet been down to the tresor public you have been granted a delay until 23rd November. Payments on line will be in time if made by 21st. If you meet age and income criteria you may be exempt from the tax, but leave it a week or two before claiming to allow offices to get up to date.
