What price laicity?

A Frenchman went to work in Berlin and duly registered with the German tax authorities. Despite giving his religious affiliation as "none" he had 550 euros deducted from his salary as a "religious contribution". It appears that in Germany religious cults are entitled to claim a tithe from their members via the tax system, so how is it that an atheist was taxed as a Catholic? The French church had sent a copy of his baptism certificate to the German church. No explanation has been given as yet as to how these bodies became involved, but the gentleman in question rightly points out that he had no choice in the baptism and has renounced his "membership" of the Catholic church.
More seriously this may be a breach of the data protection laws in that both churches passed on details of his life without his permission.
