A civil baptism, do we have these in the UK?

On the 23 Aug. little Antoine celebrated his baptism / baptême in a civil ceremony with his parents and future godparents. The civil ceremony appears to have been performed in the Marie with "l'officier d' êtat civil"
They had stories from St. Exupéry' Petit Prince and sang a nursery song " Pirouette cacaouette" the little boys favourite ( one our grandchildren like as we have a tape of French nursery songs)
If you were not religious but wanted "une  marraine / someone to look after the child as a godparent would. it seems a good idea.
I wonder if it was the registration of the birth which was turned into a ceremony, but the child was about one, which seems late for a registration.
