in response to Yet another sign of our arrogance

Dear Val and Malc,
There is more to this than meets the eye.  Ski instructors are required to pass this "speed test" if they do not have a qualification equivalent to the French Diplôme d’Etat de Ski Alpin of which the entry test is the timed "speed test".  The UK has its own qualification body the BASI the top level qualification is ISTD which is recognised by the French as been equivalent to their Diplôme, as Mr Butler has this equivalence prior to 2004 what is actually the problem and do French instructors who qualified before 2004 need to take the speed test?.

Imagine this if you will, your UK driving licence is now only going to valid in France if you are able to demonstrate to drive the 'French way'  for example overtaking before a blind bend or tailgating with no intent to overtake.  I do not think it is qualification issue, it is a matter of principle not unlike Emmanuel Giboulot the organic winemaker could he to be arrogant?.

Nev

Val says it is still the law in France, principal or no.
Malc says perhaps he is going to challenge it in the European courts, and do French instructors have to take the same test, even if they were instructing before 2004?
