Hello Val,
unfortunately in my area, two of my neighbours got bitten by dogs and being polite and "not wanting to make waves" they have not reported the incident to the gendermerie and let the matter slide. My advise would be to report the incident immediately as no matter what diplomatic language one uses, the dog owners are a law onto themselves here and they dont take the warning seriously.
