I cannot work it out

We just caught the tail end last night on the local midi pyrenees news on TV. The affair of the refugees in apartments at Toulouse who have had water and electricity cut off. We saw an advocat who seemed to be taking the apartment owner to the courts.  I still cannot work out if the refugees are legally in the apartments. I imagined that the Maire of Toulouse having welcomed all these 72 families would then make sure they were safely housed with  all services. I am sure the story will unfold but I cannot see anything about it in the Depeche today. If I hear anymore I will let you know. Having suffered the horrors they have so far one would like to feel the families could now settle in to a sense of normality for the sake of the children.

A bit more light on the subject, many of the refugees are living in buildings that are infact condemned. It is so bad that refugees arriving are living on the streets with young families. I feel like screaming " this cannot be allowed, they need housing" There are empty buildings everywhere. Some have documents to show they are refugees and so should be housed, others still do not have this documentation yet. I must be naive thinking authorities would pull out all the stops to help.
