There is that word in a similar form - bouillir to boil. Bouilles means a bucket or churn.
Her poster seems to say to me " as long as there are buckets we do not need a barrage.
The other poster the lady is holding shows she is a a member of the ZAD group of defenders of Sivens and ZAD stands for zone to defend.
I think we need help to know exactly what her message is. It is obviously one to protect the varied wild life and plants at Sivens. Has the message something to do with newts, salamanders as they are on the poster?
Looks like a nice lady to me just wanting to support her principles,
