Plastic bags banned from 2016

The Assembly voted to adopt a Green Party proposal to ban "one time use" plastic bags from January 2016. Even the option to buy a one-off bag at the check-out will be banned, unless they are made from materials which can be composted in domestic composters. The more substantial "cabas" in plastic will continue to be available. Furthermore in 2020 throwaway plastic cups and plates will be banned. Presumably this will mean a return to paper products - are these less damaging to the environment?
Val says to Malcs question. Of course paper is less damaging. Paper could go in my compost and decompose, plastic cannot. The seas are awash with  bags potentially dangerous to sea life and certainly unsightly. I am all for the ban, sense at last.
