A horse was found by the gendarmes at night grazing on a roundabout, it was very thin, badly cared for hooves with no shoes, and numerous scars. They took it into care but had nowhere to take it so took it to a car pound and tied it up for the night. At 8.30 am the owner came and claimed it!
Does it strike you it should have been taken into proper care by the SPA, ( like the RSPCA) and given some food and health care from a vet, and a new home found later. Well that is my opinion.
