What. no bicycle sheds?

In our day (boring old f**t story) smoking at school was not allowed, so traditionally behind the bike sheds was the preferred place for an illicit ciggie. But the lycée students (aged 16-18 generally) in Toulouse are complaining that as they are not allowed to smoke on school premises they have to stand outside, putting them at risk from traffic or indeed attacks. One school has set aside an area within school grounds where students may smoke, deeming it safer.
Schools say they are torn between the health aspects of the law, forbidding smoking in public buildings, and the safety of the pupils. Is this a matter of individual liberty being respected or should schools be pointing out that the risks from smoking are probably greater than the other risks the students run?
