I was a bit doubtful about the idea that burglars would mark out prospective targets for others as they would not have much reason to make an effort to identify targets for others unknown to them.
Sure enough this turns out to be a long-running urban legend, even reported in the UK by your favourite Daily Mail.  See this link:

When I was running the Neighbourhood Watch in our Surrey Village a few years ago I found the local police were frequently propagating similar urban myths and circulating hoax e-mails about non-existent scams.
