Too many cars in Toulouse?

A young man who moved to Toulouse from Reims three years ago has become progressively fed up at the number of cars in the city centre streets, especially those very narrow thoroughfares around the centre. Adrien Samoisson has launched a petition calling for more pedestrianisation and restricted hours for vehicles in certain streets.
He thinks that it is pretty irksome especially on leisure days to be constantly confined to narrow pavements and that taking coffee in the roadside bistrots is "infernal" with noise and exhaust fumes.
Some parts of the city have been dedicated to pedestrians (eg Alsace Lorraine), and some are "protected" by retractable bollards, but it is the tiny streets which need attention he thinks. The Mairie wants to maintain a "mixity" - ie do nothing?
