I had a similar visit a while ago (east end of Lot et Garonne) – small white van with a ladder on top. Fat scruffy guy got out and wanted to sweep my chimney. When I said no, he produced this moth eaten bit of card that said it has to be done once per year by law. My understanding is that it is the insurance companies that require the annual sweep. Anyway, when I said no again, he trundled off. I noticed that he never went to the French occupied house next door, so it looks as if he was targeting foreigners, hoping to convince them.
