Home for seniors threatened

We think we know the difference between sheltered housing and a retirement home, but in Septfonds a "maison des seniors" has been ordered to close by the end of the month.
Set up 4 years ago, the system is "co-location", with each resident having their own rental agreement and choosing their own care, if needed. The owner, Lionel Vaccaro, and his wife are from the nursing profession and claim that their building which is set in landscaped countryside, is more like the retirement villages we see advertised and not at all like a maison de retraite.

But a series of inspections has concluded that it is in effect an unlicensed retirement/nursing home and ordered its closure and that the residents be moved to authorised premises.
Residents and their families are bemused as it meets their needs and budgets and wonder what precipitated the inspections - presumably a complaint from without.
