I do not like tatoos but it seems unfair

Miss Toulouse, the lady in the middle has been " defrocked" of her title because of her tatoos. The lady on the left is now the new Miss Toulouse. Apparently someone snitched to the judges about the winners discreet tatoo. A  too competitive  rivalry between the girls perhaps?
