Medical students chosen by lot?

It appears that all students in their final year at lycee (terminale) who put medical studies as their top university choice must be accommodated in the courses starting in September. So it was suggested in the Paris region that the 7500 places available would be allocated by drawing lots among the 8100 applicants. The course actually covers all health studies, presumably including dentistry, nursing, physiotherapy etc as well as classic medicine. The university rector points out that the real selection takes place at the end of the first year and that there will be a place for all, with no ballot.
