The impact of that photo mobilised the population.

The mobilisation of the common people to help these suffering and dying refugees has at last been acknowledged by David Cameron. He faced being left behind on a ground swell of opinion that help must be given. The worst humanitarian crisis since the second world war and we are gradually waking up to the scale of it. 
Downing Street officials acknowledged that Cameron had been moved to act by the scale of the gathering crisis as well as the change in the public mood brought to a head by the publication of heartbreaking pictures showing a Syrian boy drowned and washed up on a beach in Turkey.
