Why not spend the money in our back yard?

I suppose that's the opposite of "NIMBY" (ndlr - not in my back yard).  Henri Nabonne, maire of Lacapelle-Segalar (Tarn) has denounced the money being spent on administrative buildings for the new community of communes formed by the fusion of Cordes sur Ciel and Vaour  (called CCCC or 4C).
Predictably he cites things that could be done in his commune or St Martin Laguepie and even Cordes which would be better use of the money. What about abolishing tiny communes such as his, that would save a maire's expenses and cut out a bit of waste. Or is that too simple?
