But is it democratic?

We have become used to seeing (and being held up by) demonstrations against the proposed labour laws which are seen by many unions and workers as being too much in favour of the employers. The bill was debated in the Assembly yesterday and in the face of a revolt by his own members, backed by opposition deputies, Prime Minister Manuel Valls said the constitutional device known as 49.3 would be used.
This brings the bill into law by decree rather than parliamentary vote. As a result more strikes and demonstrations are being planned with the disruption that entails. Valls justified the move by pointing out the government has accepted over one third of the changes proposed by back-benchers and opponents and continued debate was fruitless. He feels the reforms are needed to keep France competitive and only 49.3 will ensure that the so-called Loi El Khomri, named for the Minister of Labour.
