Paris talks a success?

The massive COP21 talks in Paris on climate change look as if they will reach an agreement on measures to limit global temperature rises to between 1.5 and 2C by the end of the century. This is projected to have a significant effect on rising ocean levels and extreme weather events.
The conference hosted representatives of 195 countries at a cost of 175 million euros (partially funded by big business, partially by the UN, partially by the French taxpayer - though the boost to the Paris economy has been considerable). In contrast to the unsatisfactory equivalent talks in Copenhagen six years ago, the Paris negotiations have been skilfully led by Laurent Fabius the French foreign minister, leading to a draft agreement to be published today.
The talks have not, however, been without critics. Ecologist militants have been demonstrating, despite the state of emergency in force, demanding that even more stringent measures be taken, especially aimed at the international businesses present.
