The most important eligibility criteria is that you are from an EU country.
Simply being a permanent, French tax paying resident isn't enough.
Can't tell you how disenfranchised I feel at present in that Australia is not an EU member.
In Australia, you only need to establish your address to be able to tick the box/es. Whether you pay tax or live permanently at that address isn't relevant. And... voting is compulsory at all 3 tiers of Government elections.

Val says there must be many others like you Di. We have some locks and chains if you want to lock yourself to some railings. We did think the Prefecture at Montauban would be good till we remembered you live in the Tarn. How about throwing yourself under the donkeys hooves!
If it is any help we probably won't be EU members for much longer.
