If a Brit car is flashed for speeding from a fixed camera there is very little the government can do to get UK residents to pay. This changes if you are flashed by a hand held camera, and the gendarmes holding these along the motorways are taught English to explain what the infraction / offence was. They will ask you to pay on the spot and if you have no money they will escort you to the nearest cash point. If you are renting a French car you may find the fine is taken from your credit card.
