A Bear Collective from France and Spain

A funny thing language, look at the heading of the post and if you are like me you get a picture in your head of bears of all sizes sitting round a table, with the French bears wearing berets and the Spanish ones in sombreros.
 ( Or  is that just me ?) 
The serious subject is actually the joining of Spanish and French organisations to save the bears of The Pyrenees
The collectif ours Pyrénées - colectivo oso Pirineos consists of 19 French associations and 10 from Spain. 
They are drawing attention to the dwindling number of bears in the mountain range and say the current population of around 20 “is not sufficient to maintain the species.” ( Although I read in the Depeche 30. ) However many it is not enough  to maintain a healthy troup ( what is the collective noun for a lot of bears ?  I thought a " cuddle " of bears but I think I am thinking soft toys rather than grizzlies.)
The group is demanding “strong, durable action” from both French and Spanish governments to “restore a viable population of bears in the Pyrenees via conservation and restoration plans”.
