Editor to create heading / I wanted opinions?

Hi Val,
I've been thinking about the WFA and it makes me wonder about government policy. On the one hand they want to cut benefits to UK tax payers but on the other they are happy to provide thousands of pounds worth of NHS treatment to foreign nationals when they visit the UK to give birth. The question is: why don't they give birth in their own country? Is it because it will cost money? It it no coincidence that the number of births in the UK has risen. I would be very interested to know the nationality of the parents of these births.
The fact that there is a WFA at all is the government admitting that the cost of fuel is too high.
If I was entiled to WFA I would save it up so that I could visit Switzerland when the time comes...
