Dear Val - In My Ideal World

A reader adds: Just as you say, Val. If there were a way of means-testing WFA then justice could be done all round. Those in need would receive what they should have. Those feeling uncomfortable would have their guilty feelings assuaged. And those who didn't comprehend the guilty feelings in the first place could stop puzzling over the question!
