Cleaning up la ville rose

Toulouse has a reputation in some parts to be dirty. It has a squad of street vigilantes whose job is to warn perpetrators of "incivilities" that they could incur heavy fines.
Mainly concerned with fly-tipping, where a fine could be up to 1500 euros, they also hand out "prunes" (notices of contravention) to owners who fail to pick up their dogs' dejections, throw away cigarette ends, urinate in the street. The PVs must be referred to a magistrate who will decide the fine. The sums can be quite significant, up to 3750 euros for an unauthorised tag. The agents are not in uniform, though local police can also hand out the notices.
By a significant increase in the level of the fines, a campaign of publicity and  a more aggressive approach the mairie hopes to change the city's image.
